The Mayoral Election Divided Moscow Into Three Parts

The following is a translation of the breakdown of the official Moscow mayoral election results by district. Some key facts pop out right away. In the Gagarinsky, where independent monitors reported the fewest amount of irregularities, Navalny actually beat Sobyanin. Furthermore, he scored 7% points higher than Putin’s opponent in the 2012 Presidential election. In fact, in nearly half of the districts, Sobyanin did not win half the vote.

The Navalny camp and at least one election monitoring group are claiming that Sobyanin did not win the required 50% plus 1 vote that he would need to avoid a runoff election. With a breakdown of the votes like this, it’s not inconceivable that a relatively small amount of fraud, in a relatively small amount of districts, could have tipped the scales in Sobyanin’s favor. – Ed.


The results of the voting in the election of the Mayor of Moscow have again demonstrated that the capital’s electorate is quite heterogeneous.

Residents of the city center (within the Moscow Circular Railway) and South-West tend to support opposition candidates. In half (59 out of 127) of the districts the Acting Mayor of Moscow Sergei Sobyanin got less than 50% of the votes, which means their inhabitants notionally voted for the second round. In one area, Gagarinsky, Alexei Navalny got more votes than the incumbent Mayor (38.53 vs. 37.30%). Here, according to independent observers the least number of violations was recorded.

South-East and “sleeping” outlying areas traditionally favor pro-government candidates. In areas such as Kapotnya, East and West Biryulyovo, Solntsevo, Vyhino-Zhulebino, the distribution of votes in the election of the mayor is close to what was predicted by the WCIOM before the election: 55-65% for Sobyanin, 15-20% for Navalny. Here mayoral elections, unquestionably, were held in one round.

New Moscow preserved a voting pattern typical of the areas around Moscow: a candidate of the ruling party typically gets over 60% of votes. So, in Novomoskovskiy Administrative District 69.48% of voters supported Sobyanin, and in the Troitsky Administrative District he got 67.55%. Navalny received less votes in these districts (15.61 and 16.63%, respectively).

Similar area-based voting patterns were observed in the presidential elections in 2012 in Moscow. Vladimir Putin failed to score more than half of the votes (47%). Notionally they could have the second round with the participation of involving him and Mikhail Prokhorov, who finished second in Moscow with 20.44%. In that “second round” there would be whole areas where Putin would not get even 40% of the vote, and in Gagarinsky district Prokhorov scored 30%.
